Nothing must be above the target blocking it from the Sky when power is used. You summon Lightning down for the Sky to quickly damage enemies somewhere within your range. If the target is in the clouds, or in space the Lightning can come from any direction.
You deal a number of 6ds equal to how many resources are spent, alternatively you can divide up the resources spent to have multiple call lightnings hit different targets.
