You are able to create a cloud of cold air that counts as obscured, this cold area can creep around corners and cover. Once in the fog everything counts as being very cold, the fog will dispel non-magical Fires.  Frozen Fog  works the same as Water when paired with create ice. You can spend additional resources to up the size by one for each resource spent.
